Before understanding the concept of FSSAI license in Mumbai, let us understand what is FSSAI all about. Under the Food Safety and Standards Act of 2006, the Food Safety and Standards Authority of India (FSSAI) was established to handle food-related issues in various Ministries and Departments. The Food Safety and Standards Authority of India (FSSAI) was established to establish good standards for food articles and to regulate their manufacture, storage, distribution, sale, and import in order to make sure that the customers or consumers are having safe and wholesome food for human consumption.

It also attempts to create uniform conditions or uniform laws for all matters connected to food safety and standards. This Act creates an independent statutory authority known as the Food Safety and Standards Authority of India, with its headquarters in Delhi. 

ESTABLISHMENT AUTHORITY OF FSSAI LICENSE IN MUMBAI

Ministry of Health & Family Welfare, Government of India is the apex body that regulates FSSAI and it is the administrative Ministry for the implementation of FSSAI. 

WHERE DO YOU APPLY FOR FSSAI LICENSING?

Food Safety Compliance System (FoSCoS), has been launched by the FSSAI to replace the Food and Licensing and Registration System (FLRS). Visit FoSCoS and log in using your existing user ID and password, or register if you’re a new user. Food Safety Compliance System (FoSCoS) is an improved version of the Food Licensing and Registration System (FLRS), which was introduced in 2012 for the issue of FSSAI licences and registrations across India. It has adjusted to shifting regulatory requirements. It was based on out-of-date technology, and technical help was no longer available.

WHAT IS THE ELIGIBILITY CRITERIA FOR FSSAI LICENSE IN MUMBAI:

The FSSAI Food Safety Registration Certificate / License in Mumbai depend on the capacity or turnover of the applicant’s facility, including:

  1. Basic Registration (petty Food Business Operators).

FBO which has an annual turnover less than 12 lakhs.

  1. State license (Medium Food Business Operators).

FBO which has an annual turnover between 12 lakhs and 20 crores.

  1. Central license (Large Food Business Operators).

FBO which has an annual turnover above 20 crores /Ecommerce business/Business across all over India

FOR WHOM IS IT MANDATORY TO OBTAIN FSSAI LICENSE IN MUMBAI?

  • Apart from small-scale businesses, all Food Business Operators (FBO) must obtain an FSSAI licence. 
  • Food business operators (FBO) with large manufacturers, importers, and exporters engaged in large-scale businesses.
  • Small and medium-sized manufacturing departments, transportation companies, and food businesses with distributors.

DOCUMENTS REQUIRED FOR FSSAI LICENSE IN MUMBAI:

For the purposes of FSSAI license in Mumbai, the following documents are required:

  1. Form B, duly completed and signed (in duplicate) by the approved signatory’s proprietor partner (mandatory for all)
  2. The processing unit’s blueprint/layout plan (mandatory for manufacturing and processing units only)
  3. A list of the Board of Directors, with their full names, addresses, and phone numbers (mandatory for companies only)
  4. Equipment and Machinery Names and Lists, as well as the number, installed capacity, and horse power used (mandatory for manufacturing and processing units only)
  5. List of food category manufactured (in case of manufacturers)
  6. Authority letter with name and address of manufacturer along with alternative name who has the same powers(wherever applicable)
  7. Analysis report (Chemical & Bacteriological) of water (mandatory only for manufacturing and processing units only)
  8. Proof of possession of property (Sale deed/ Rent agreement/ Electricity hill, etc) (optional)
  9. Copy of certificate obtained under Coop Act – 1861 (optional; wherever applicable)
  10. NOC from manufacturer for Re-labellers (mandatory)
  11. Plan or certificate of Food Safety Management System (if any)
  12. Source of milk or meat (wherever applicable)
  13. No objection certificate from Municipality or local body (optional)
  14. Proof of turnover  and transportation
  15. Declaration form

FOOD LICENSE REGISTRATION PROCEDURE IN MUMBAI:

FSSAI license in Mumbai basically depends on the business volume and premises. It depends on the turnover whether an applicant premises are eligible for central license/ state license/ railways etc. For the purposes of acquiring of FSSAI license in Mumbai, the following steps are followed:

Step-1: Submit Form A

It is initiated by the submission of Form A (application for basic FBO) to food and safety department. The documents required for basic registration of FSSAI are as follows:

  1. Authorized person address proof
  2. Passport size photo
  3. Business name and address
  4. FSSAI declaration form
  5. Nature of business details

Step-2: Submit Form B 

The second step for FSSAI license in Mumbai is by filling the Form B and submitting it online through the online portal in the official website of FSSAI. This form is for State license/registration in Mumbai. The documents required for FSSAI State License are as follows:-

  1. Rental Agreement of Business Premises.
  2. ID Proof of the Concerned Person (Aadhaar Card / Driving License / Passport / Voter ID)
  3. If any Government Registration Certificates ( Company Incorporation Certificate / Firm Registration / Partnership Deed / Pan card / GST Registration Number / Shop and Establishment Registration / Trade License
  4. The applicant should provide the MOA/ Partnership Deed Copy/ AOA, if they are private limited company or partnership firm 
  5. For applying State License  any One of the following certificate is compulsory  ( Trade license, Shop & Establishment, Panchayath License, Corporation License , Municipality License )
  6. Nature of Business.
  7. FSSAI declaration form


If you are applying for Manufacturing category please arrange below documents as well:-

  1. Manufacturing unit photos
  2. Plant Layouts
  3. Machinery details used for production (Capacity & Horse Power details)
  4. Product details in company Letter head. 

Step-3: Certificate of registration/license

The concerned authority will accept or reject the application within 7 days. When the application is approved, a registration certificate will be given. This certificate contains the applicant’s registration number and photo. If needed, the department will conduct an examination of the food centre before issuing the FSSAI license. The applicant can download the certificate by logging into their respective accounts in the official website of FSSAI

Step-4: Display of Certificate of registration 

Moreover, the Food Business Operators (FBO) should display the certificate of registration at their place of business during the business hours of their facility.
