FSSAI Registration is mandatorily required to be obtained by anyone who deals on food or any such consumable item in whatsoever manner.  FSSAI stands for the Food Safety and Standards Authority of India. It is an autonomous body under the control of the Ministry of Health and Food Welfare. Food Safety and Standards Act, 2006 is the statute that established FSSAI. It regulates FSSAI Registration and Licensing of Food Business Operators (FBO). Every food business owner who involves in the manufacturing, processing, distribution, and sale of food products must obtain FSSAI License. The Difference between FSSAI Registration and License is only based on its size and nature of business. 

FSSAI Registration and its types

Procedure and requirement of FSSAI Registration and Licensing are governed by the Food Safety and Standards (licensing and registration of food business regulation, 2011). After the registration or licensing, a 14-digit number has been provided. It will be printed on all the food packages. This number will provide all the details of the assembling state and producer’s permit.

Types of FSSAI Registration are based on the turnover and capacity of production of the Food Business Operators. Basically, there are three kinds of FSSAI Registration which are given below- 

1.     Central License of Large Food Businesses.

2.     State License of Medium Food Businesses. 

3.     Registration of Petty Food Businesses.    

Documents for FSSAI Registration

There are certain General Documents and Special Documents for FSSAI Registration. Documents requirement is also based on the types of registration. It will be understood clearly with the following points- 

1.    General Documents required for Basic registration, Central License, and State License

The documents which are given below are mandatory for FSSAI Registration in all three types. They are the General Documents for Basic Registration, Central License, and State License. The list of General documents for FSSAI Registration is given below-  

⮚  Passport Size photo identity proof of Food Business Operators. 

⮚   Certificate of business registration or constitution. For instance partnership deed, shop license, establishment license, etc. 

⮚   Proof regarding the business premises possession such as rental agreement, utility bills, etc. 

⮚   Systematic plan of food safety management. 

⮚  List of food products that are manufactured or proceeded by the business operator.

⮚   Information of the bank account number. 

⮚   Supporting documents are also needed. Supporting documents are health NOC, copy of licenses, etc. 

2.    Special Documents for obtaining State License

In addition to above mention documents for FSSAI Registration, there are certain special documents that also need to be maintained to get State License. The list of those extra documents is given below-  

⮚  Duly completed and signed Form-B.

⮚  Processing unit’s plan which is showing the dimension and also the area allocation. 

⮚   Copy of the certificate which is obtained by the Coop Act, 1861 and Multi-State Coop Act, 2002.

⮚   Whichever water is used its analysis report needs to be submitted, to confirm the portability. 

⮚   Authority letter of the manufacturer where a responsible person is a nominee. 

⮚   Name and list of equipment used in the business.

⮚   Name and list of machinery used for the business. 

⮚  List of Directors with their address, contact detail, and photo Id.

⮚    List of Partners with their address, contact detail, and photo Id.

⮚    List of Proprietors with their address, contact detail, and photo Id.

3.    Special Documents for obtaining Central License

In addition to General Documents required for FSSAI Registration and Special Documents for State License, the following documents are also needed for the Central License- 

⮚  Whatever raw material is used, its source has to be revealed. 

⮚  To check the 100% EOU, a Ministry of Commerce certificate is required. 

⮚    FSSAI[1] issued NOC and PA Documents.

⮚    DGFT issued IE code Documents.

⮚    Form-9 is mandatory.

⮚    Ministry of Tourism issued certificate. 

⮚   Transportation and turnover regarding Documents. 

⮚   Declaration form is also needed. 

⮚   Duly completed and signed Form-B.

FSSAI Registration is needed for the Food Business Operators. FSSAI registration is for providing the safeguard to the food, which is the basic need of every human. The documentation process of FSSAI Registration is very lengthy and time taking. The list of documents is very exhaustive and not easy to maintain.
