BIS which is known as the Bureau of Indian Standards is a national standard body that provides BIS Certificate. It’s an independent body that takes care of the quality and reliability of products with the help of the BIS Certificate.  Although getting BIS certificate is completely voluntary but for some products, it is mandatory, which means for that product one cannot ignore BIS Certification. Ignorance can attract heavy penalties which can cause noticeable loss to the business. In this write-up, we will be discussing how to get a BIS certificate in India.

What is BIS?

BIS is an independent body, established in 1987 by the Government of India. The prime motive of BIS is to test samples of products before being sold, distributed, exported, and imported into the market. It basically makes sure the safety and quality of the products. It helps in strengthening the procedure of standardization in the market. It will improve the quality of the products so that consumers of the goods and services will be safe. BIS has its own recognized lab to test samples of products. In short, it is an organization that keeps eye on the businesses so that they can maintain the quality of the goods and services and make the market clean and safe for the consumers. 

BIS certification scheme for products 

1. For Indian products:

BIS certification scheme for Indian products is one of the largest schemes in the world. It has more than 26500 licenses that cover more than 900 products in India. BIS certification scheme allows all the licensees to use ISI marks on their products which clearly indicate products’ safety and quality. There are 90 products that mandatorily require BIS certification in India. 

2. For foreign products: 

BIS also has a certification scheme for foreign manufacturers under which BIS Certificate is granted to overseas manufacturers. After which they can use the BIS mark and sell the goods and services in the market. Currently, more than 350 BIS certificates have been granted to over 40 products in foreign. 

Types of BIS certification scheme 

Following are the types of BIS Certification Scheme- 

Normal procedure for domestic manufacturers: In this scheme, the applicants submit the BIS certification application form with mandatory documents along with the requisite fee, after which a preliminary inspection of a factory is carried out by the BIS officer. Then, the testing of samples was carried out at BIS recognized labs. After satisfactory results of testing the BIS registration certificate is granted to the applicant within a period of 4 months.

Simplified procedure for domestic manufacturers: Under this plan, the applicant submits a BIS certificate application form along with required papers and payments. The BIS officer conducts a preliminary inspection of a plant after receiving all required documentation and the application form. Following that, samples are tested at BIS-approved labs. Within 30 days of receiving successful testing results, the applicant receives a BIS certificate.

Tatkal Scheme: Under this scheme, only those manufacturers apply for a BIS certificate who need to obtain a BIS certificate on a mandatory basis as per the guidelines by the Government of India. The time limit under this scheme is very strict. The BIS application shall be processed for a period of 30 days. Tatkal scheme application is processed on a priority basis. 

Eco-mark scheme: The process of granting a BIS certificate for the eco-mark product is different from the normal BIS certification process. All eco-mark product needs to fulfill additional requirements specified in the Indian Standard to qualify for the eco-mark. However, the procedure for granting the license for all eco-mark products is similar to domestic manufacturer’s products.

Foreign Manufacturers certification scheme: The procedure for granting licenses to overseas applicants has been designed separately and the license is granted within a period of 6 months.

Documents required for BIS Certificate in India

There are certain documents that are required for the BIS Certificate. The list of those documents is given below- 

∙       Proof of the business’s registered office address, as well as proof of payment of the required fees to the Government of India, or a copy of the demand draught.

∙       A letter of authorization from the company’s CEO or owner.

∙       Form VI has been completed.

∙       A copy of the registration certificate or, if the brand is held by another person, an authorization letter from the owner of the brand.

∙       Original sample test report from a BIS-approved lab, as well as a project

∙       For Indian manufacturers, an affidavit in the approved format (Format c), as well as an authorization from the CEO in the case that the affidavit is signed by an authorized person and his or her ID evidence.

∙       For foreign manufacturers, if the company already has a registered office in India, a proof of registered office in India, an undertaking or affidavit from the CEO/MD of the company in format A or an affidavit signed by an authorized person, an authorization letter from the CEO/MD, and the signatory’s ID proof are required. If the overseas producer has a nominee for his brand in India, but the brand owner does not, the owner must provide extra documentation.

BIS might ask for additional information depending upon product to product.

The procedure to get BIS Certificate is given below- 

Here is the step-by-step guide to getting the BIS Certificate. The following steps will guide you in getting the above-mentioned certificate- 

1.     Applicant has to register on the BIS Certification Portal.

2.     Then the applicant has to register his request for the testing of the product from a recognized BIS Lab.

3.     Applicant will get the test report in a few days.

4.     After which the applicant has to submit the application with all the required documents and the test report.

5.     Verification will be done by the department.

6.     After the successful verification BIS Certificate will be granted.
