What is FSSAI?

Food Safety and Standard Authority of India (FSSAI) is an entity by Government of India which regulates the production, export, and import of consumable food in India. FSSAI established in 2006, to control and regulates the food standard and quality. FSSAI provides the license to all companies which are involved in food business. Government of India made it mandatory for all the food business houses to enroll under FSSAI for the license. Without having FSSAI license no one can run food-related business in India. 

Mandatory conditions before getting FSSAI license in Tamil Nadu

  1. For the inspection motive the Food business operators ( FBOS) shall allow complete access to their premises to the licensing authorities.
  2. If necessary changes required to the operations the FSSAI authorities shall do that.
  3. Annual returns shall be filled for the financial year before 31st of May.
  4. All food business operators (FBOS) shall be followed sanitary and hygienic standards as per FSSAI.
  5. There should be separate records for raw materials utilization and sales .
  6. All FBOS should take their raw materials from standardized sources.
  7. All the FBOS premises should clean time to time to maintain cleanness in the place.
  8. There should be required temperature to maintain whole supply chain.
  9. The supervisor of production process shall have technical degree from recognized institute or university in the field of science with chemistry/biochemistry/food and nutrition/microbiology/food technology (degree or diploma)/diary technology/dairy microbiology / dairy chemistry/diary engineering/oil technology/veterinary science/hotel management and catering technology or any degree or diploma in any other discipline connected with the requirements of the business. 
  10. All FBOS who are involve in sale of pre-cook food  shall be mentioned the nature of the food.
  11. If FBOS involve in edible oil distribution or offer sale, dispatch or delivery and if that product doesn’t have proper label, packed ,marked it shall be banned by the authorities.

Nominal charges for issuance of license in Tamil Nadu

Mandatory documents requirements for issuance of license in Tamil Nadu

  1. Duly completed application in Form-B, signed by the proprietor/partner of the Authorized Signatory.
  2. A sketch of the layout of the processing unit.
  3. List of Directors, partners, proprietors, executive members of the society/trust with complete details of address and contact (for manufacturing and processing units).
  4. List of equipment/machinery, along with the number, installation capacity, and utilization of horsepower (for manufacturing and processing units).
  5. Proof of identity and proof of address of the Proprietor/Partner/Director/Authorized signatory.
  6. List of food category to be manufactured in the unit (for manufacturers).
  7. Letter of Authority with details of the names and addresses of the concerned person nominated by the manufacturer, along with the details of the alternative responsible person depicting their discretionary roles.
  8. Chemical and bacteriological analysis report to be used as ingredients in the food products, which can be availed from a recognized/public health laboratory.
  9. Proof of possession of premises.
  10. Partnership deed (for partnership firms).
  11. Affidavit of Proprietorship (for sole proprietorship firms).
  12. Memorandum and Articles of Association (optional).
  13. Copy of Certificate availed under the Coop Act of 1861 or Multi-State Coop Act of 2002 (for co-operative societies).
  14. No Objection Certificate[1] and a copy of the license issued by the manufacturer (meant for re-labellers and re-packers).
  15. Food Safety Management Plan or certificate (if needed).
  16. Details of the source of milk or plan of procurement of milk. (For units processing milk and milk products).
  17. Details of the source of raw material for meat and meat processing plants (for meat processing units).
  18. Pesticide residues report (if the particular unit is engaged in the manufacture of drinking or carbonated water). This can be availed from a recognized/public health laboratory.
  19. Recall plan.
  20. No Objection Certificate (NOC) from the municipality or local body.
  21. Nomination of persons in Form 9 combined with a board resolution.
  22. Certificate issued by the Ministry of Tourism (for hotels).
  23. Supporting documentary proof for turnover or self-declaration of the number of vehicles (for transporters).
  24. Declaration Form (for Delhi and Himachal Pradesh).
